October 23 = Last day for board of elections to RECEIVE application or letter of application by mail or online portal for general election.
Mail completed ballot to: Tompkins Co Board of Elections, 128 E. Buffalo Street, Ithaca thru October 26th.
Absentee ballots must postmarked by November 7th.
